when i  have a heavy load on if i go up a small incline it will not go the motor doesnt rev up once i moved the left pedal then it went a little better and the brakes dont hold real good you have to push real hard to stop is this the way they are

You were vauge in your failure description but after reading it 3 times it would seem like that you have 2 problems .

You seem to have an inching problem as described on most old Allis Chalmers there is a spool valve in the transmission - if you trace the linkage from that left pedal it will lead you to the valve this moves in & out & may require adjusting dissconect - the linkage & move valve manually to establish which way it works. Then adjust so that the truck moves when the linkage (Pedal)  would be at the top pf its tavel at the bottom of its travel your brakes should come on.

Also you mentioned that you have no Power & the Engine will not accelerate as you put it -- you will need to do the simple things first on your engine maybe it needs a tune up wires cap etc etc ...

Depending on how steep the incline is you will need a good inching pedal & a fully tuned & working engine to get one of them old girls up that we hill - boy o  especially with a load.

You never mentioned what load you are trying to get up either

the motor runs fine  if i put the transmission in forward and hold the gas wide open and have the inching pedal down  then release the pedal  it starts to move slow then picks up speed . if i do this in reverse it takes off very fast if there is a little sand on the road it will spin the tires  are the drive clutches going out?

i did this with no weight on it where  are the ports on the transmission that i can put a gage on to check it out
