model, year or serial number of the truck might help since it is much more likely to be a carburetor problem than internal to the engine.
my "instant bet, without better info...", the little screw that holds the return spring on the Carb throttle shaft has come loose.

if it speeds up and slows down while youre driving then you need to adjust the governor
if its doing it at idle the governor might be broken or something could be wrong with the carb like ed said
but you need to give more info

I think you might have a problem with the throttle assembly under the carburetor. I have had them seize up, also the throttle cable can be a problem. If it's electronic throttle you need the set it by PC

remove the plate on the side of the governor and check the spring in there, if worn out it can allow the engine to surge.

we sure could use a lot more information here too,,, like a bit of description of "speed up by itself" (does it go wide open throttle? and stay there? is it a surge when first starting up? is it surging at wide open throttle?)
Make, model, and serial number would be a big help too, as would if it has factory or aftermarket carburetor.

Guys, Thanks for your kindly help.
1. This forklift has intermittent throttle acceleration at idle - while stationary
2.After cycling Key and waiting Wrench light does not blink only stays on constant. (ENGINE NOT RUNNING)
Then Engine corp engineer suggest :
enter the display mode you

·         Turn on the key ( do not start)

·         Cycle the foot pedal 3 times to the floor within 5 seconds

·         Record flash codes (3 digit)

·         Code 12 tells you it’s the last code on the stack

·         Turn key off to exit display mode
3. we believe code # 229 . But Engine corp said they don't have this code.
4. This is what we have done to date: 1) Checking of codes, method of code removal not in manual and wasn’t spelled out.
2) Checking for vacuum leaks tightening hose clamps
3) Apply water around intake manifold which seemed to solve the hunting and telling us manifold had small leak.
4) We tightened up manifold bolts and problem seems to be gone for the time being.

Check the governor settings, make sure the small lock wire hasn't snapped and allowed the adjuster to back off.

(Just joking here ) FLTdotCOdotUK, that's what happens when you start a reply on Thursday, and send it on Sunday, On the internet, in "internet time".
from the description of how to get the codes, I would say it's a Clark machine, or one using the same electronic throttle controls system. and the vac leak is a good bet as to the cause.

if shes in china theres a good chance this is a gray market machine based on the diagnostic procedure she described
the tier 1 and 2 4g64 mitsus had comp diff procedures to flash the codes
if its a 229 code then id say its a later model

we need the machines make model and serial number to narrow down your system and codes

o and check this too
i dont know if it will apply to your truck
bolted to the crank pulley on the tier 2 4g64 mitsus they have trigger wheel (looks like a thin gear with square teeth) for the crank position sensor
if that gets off center or it wasnt installed correctly it can give you issues, youre supposed to use a spacer tool when you install it to keep it centered

then again i dont know if you have a mitsu so you still need to post make, model and serial number
